Theme: To ensure that a system of approval mechanisms and regulatory regimes is in place at St Andrews, Western Australia to offer the best possible response to the needs and expectations of all stakeholders.

The needs of Government
Scenario: Government will seek to protect the public interest by ensuring that before new development occurs it is adequately provided with physical infrastructure, utility and community services, is properly designed and constructed, and accords with accepted environmental standards?

The needs of the Company
Scenario: The Company will be seeking to obtain the most efficient and effective use for its land, certainty in the provision of public services and infrastructure, and confidence that development approvals it requires will be processed in a timely manner.

The needs of end users
Scenario: End users will wish to operate and grow within a clear regulatory framework which offers a high level of certainty and seek a consistency of community service provision to create a stable external environment for their enterprise.

The needs of the community
Scenario: The community will be looking for certainty and consistency in the quality of development, and for stability in the area.

Question 1: What foundation approvals were required from government to allow the development to proceed and what form did that approval take – eg specific legislation, agreements with the developing company, development approval by national, state or local government?

Question 2. Were specific arrangements made to accelerate government approvals for this particular project, what form did they take, and what was the basis on which they were made?

Question 3. What arrangements were made with respect to the provision of major public and servicing infrastructure to support the development such as transportation, water service supply, or gas and electricity services?

Question 4. What environmental approvals were required, who from, and what difficulties were experienced in obtaining them?

Question 5. Were individual planning and development approvals required for the ongoing development of the project, who issued those approvals, and were any special arrangements in place to expedite them?

Question 6. Where does responsibility lie for the provision of services within the community such as police, emergency services, libraries, civic housekeeping and so on?

Question 7. How was the resident community involved in the ongoing government of the project, ie through elections to a local government body, formalised community organisations or others?

Question 8. What lessons can be drawn from experience in resolving governance issues for large development projects and is it possible to identify areas where improvements can be made for similar projects in the future such as St Andrews?
